Look at the labelling to see what kind of ingredients it has, if it is only fructoligosaccharides it might work, if it contains any other ingredients then no, on the other hand you can replace it with pectin but the sweetness will reduce, you can add stevia leaf powder to adjust the sweetness, you might also have to adjust the water, as inlin captures more water, than oligofructose.
You can test and see the texture, usually with inulin the cookies tend to be softer.
